DR. ADDISON
A BILL TO LIMIT HIS DUTIES.

The House of Lords has amended the new Ministries Bill to limit the functions of the Minister of Reconstruction (Dr. Addison), to matters arising as a natural consequence of the war. Lord Salisbury explained that the object is to prevent experimenting with pet subjects.
