NON-COMBATANTS NOT TO BE STARVED
(ADSTBALIAN-NEW ZEALAND CABLB ASSOCIATION.) (Received July 11, 8.20 a.m.) NEW YORK, 10th July. The New York World's correspondent at t Washington states that the Government has decided not to starve non-combatants. It has notified the Dutch, Swedish, and Danish Governments that they must establish effective agencies, in order to limit the sale and distribution of exports to Germany to humanitarian uses, to meet the necessities of women and children.
