STOCKHOLM, 10th June.
Representatives of Socialist workmen in Holland, Sweden, Norway, Finland, Denmark, Germany, and Austria-Hun-gary assembled and decided that it was impossible to carry out the original plan for a universal congress. They, therefore invited ten delegates of all countries to attend a congress in Switzerland on 17th September. The German leaders pointed out that the proper aim of the present conference is to deal with labour questions as affected by the peace negotiations, and not to deal with the political aspects of the war or the responsibility for his origin.
Herr Haase, representing the German Minority Socialists, telegraphed that his journey was postponed.
