' ■ The Kaiser's speech to the Brandenburgers, declaring that the German Army will dictata peace, is regarded as an indication that'the Kaiser has definitely adopted the policy of the pan-German annexatiohists. _ ■ ' _ Thousands of copies of a pan-German pamphlet demanding war until Germany can annex all the occupied territories are being circulated among tho troops, and this is evidence that Yon Hindenburg approves ef the vast / propaganda.
