: Mr. Shepherd, the United Press Agency's representative at Petrogv»d, states that from to-morrow soldier absentees will be punished as deserters.
M. Kerensky (Minister of Wa,r) has issued an order against the use of alcohol, saying that unless the soldiers abstained Russia will go down'in^» pool of alcohol, with the accompaniment of incendiarism and outrages.

Professor Bakmetoff, the new Bussiari Ambassador to the United States, has arrived, en route to Washington. He says he is immensely satisfied with the conditions in Russia, and thinks the new regime will soon be able to launch an offensive against the enemy. He repudiated the idea that Russia/Will make a separate peace. • (
