Speaking at the annual meeting of the Associated Chambers of Manufactures, the President said that owing to a certain class of agitator taking advantage of the Commonwealth being at war, the labour market had been practically in a state of chaos for a whole year. Employers had been so harassed that a, number had gone out of. business. The existing state of affairs spelt insolvency, and probably the total cessation of industry. As a result of the agitating and the '"go slow" policy capitalists were, trying to, withdraw their money from manufacturing concerns, and unemployment was increasing. If it was not for the equipment of the soldiers the number of unemployed would be appalling.
