The Austrian crisis Was the result of Emperor Charles determining not to proclaim German as the* State language of Boflemia, to constitute Galicia a.ii autonomous State, thus removing the Galidian deputies and assuring a German majority ih the Austrian Chamber. The Germans were most bitter over the failure of .the scheme, and accused the Emperor Charles of betraying the Germans. TMe general belief is that ■ the. Emperor Charles is now convinced . thaf"- a continuance of the 1 Hro-Gernian policy would render impossible further peade negotia-. tions with the Democratic regime iai tlussia.' ■ ' ,
The Emperor gave Sn audience to a deputation ' of German Parliamentarians, and.'promised shortly to convene the tteichsrath. . The resumption of Parliamentary life would be of extraordinary importance at the present moment. Three of the chief Austrian trade unions have notified the Government of their fullest sympathy with the efforts of, Count Czernin (Foreign Minister) to briflg about peace.
