BOLIVIA.

BUENOS AIRES, 22nd April, A diplomatic sensation was caused in South America by the Revistas declaration that Chili is sounding Peru, for a joint war against Bolivia for the purpose of seizing part of Tarija. It is believed that Chili will act if the Argentine'is involved in the European war, as then she will be unable to help Bolivia.
