MEXICO CITY, 16th April,

The first Constitutional Congress has met. President Carranza announced that Mexico would maintain neutrality m the war between the (United States and Germany.

MEXICAN TROOPS MOBILISING

EL PASO (Texas), 15th ftpril. According to United States Army officials, 100.000 Mexican troops are mobilising on the border. It is believed that President Carranza is asking Congress for another £100,000.'
