AMSTERDAM, 15th April. Travellers from Germany emphasise the feriousness of tho food situation. The poor in some parts are on the verge of starvation.
' The Government did not allow the publication of details ol the rscmt riots, which were graver i'jan those in 1916. and indicate th 6 weakening of the nation's moral.
