Th« Allies have given the Russian Government their collective guarantee that Poland's -unity: and independence, as foreshadowed by the Provisional Government's proclamation in taking office, will be upheld.
[The proclamation issued by the Provisional Government guaranteed an independent Poland, ■ comprising all provinces where the majority of th.c people speak Polish. A Constituent Assembly, elected on universal suffrage, will settle the form of government. The new State will be entirely independent of Russia, exoept as regards the military. The proclamation urged jail Poles to fight against German oppression.] ,
