A LEAGUE OF NATIONS.

Viscount Bryce, formerly British Ambassador in Washington, in the Manchester Guardian has unfolded a scheme for a League of Nations to prevent war. The scheme was drawn up two years ago, and is 'bolder than America's plan advocated by ex-President Taft and approved hy President Wilson. The English scheme suggests the creation, of a judicial ifcribunal and a conciliation tribunal, to which disputes shall be submitted, the latter dealing with, questions unsuitable for legal handling. The scheme contemplates, although it does. not definitely enjoin, the use of common force to-carry its decisions into effect. -
Viscount Bryce, in a prefatory note, hopes that the scheme may pave "the way after the war for discussion on how to deter aggressive Governments from war or to make" war less probable. The signatories would be required not to declare war or prepaTe for hostilities until a definite period after the tribunal makes its awmd, otherwise Ithe league would collectively act against the aggressor.
