CRITICAL COMMENT ON THE
SPEECH.
LONDON, 23rd February. _ Mr. Walter Kunciman, who was President of the Board of Trade in the Asquith Ministry, in a critical speech,, said the Premier's statement was very grave. The imports were cut down a year ago, and it had not been possible to act more drastically then, for it was necessary to have, a healthy public opinion^ whica could only be fostered by the press. The Government should carefully consider the accumulations of paper by wealthy, concerns and aiTange for pooling thft paper supplies on. an eqnit&ble basis.
