RES CROSS CONFERENCE
A CONSTITUTION DRAFTED.
A' preliminary meeting took place recently in Christchurch at the St. John. Ambulance Rooms, under the chairmanship of Colonel W. H. Sefton Moorhouse, to discuss questions in connection with the drafting of the New Zealand Branch of the British Red Cross Society and Order of St. John, which, in accord-' mice with the English precedent, have been amalgamated for the period of the war. Subsequently the delegates were entertained at luncheon by Their Excellencies the Governor and Countess of Liverpool. Afterwards a. final meeting took place at Elmwoqd,. when the Governor presided.
T]ie constitution includes the usual objects settled at the Geneva Convention with reference to Red Cross and ambulance work. In addition, the agreement, is made to enrol men and women who are qualified by having obtained certificates' in first aid and home nursing into V.A.D. for home service. Another pro-' vjsion is: To , render assistance in the case of any. great public disaster, calamity, or need, subject to the approavl of the council, or, in case" of emergency, of the president;, or, in case of. local emergency, of the* chairman, of the centre, or sub-centre. The New Zealand Branch shall be'representative, of the whole of New Zealand, i'and shall be under the presidency of His Excellency the Governor. The management and control of the branch shall be vested in a council, which shall consist of fa) the president; (h) Her Excellency; (c) . the officer hi charge at headquarters, to. be appointed annually by the council; (d) twenty-four members, six to be appointed annually by each, of the four centres. The headquarters of the branch to be in Wellington. Other business included the establishment of an Executive Committee to carry out the policy of the council, to make appointments, and to keep the centres informed on matters of importance, and to-arrange for the shipment'of goods and remittance of money. It was arranged that all expenses incurred by the Executive Committee should be shared between the-four centres.- Th.c only certificates for first aid to be recognised will be: -St. John Ambulance Association, St. Andrew's Association,, the British Red Cross Society and its branches, and those given by a recognised school of training in Government or civic hospitals. It was decided, on the motion of Mrs. Luke, seconded by Mr. A. E. Q. Rhodes; that the names of all persons entitled to voluntary workers' badges be sent from time to time through the Executive. Committee to the proper authorities in the "United Kingdom.
On the motion of the Hon. G. Fowlds, arrangements were made for the provision of extra comforts for sick and wounded soldiers in the Dominion.
Colonel Moorhou.se was elected officer in charge at headquarters. The conference closed with votes of thanks to His Excellency and to Colonel Moorhouse.
