"The announcement made regarding the future control of the Army canteens is one that -will be read with satisfaction," says the Westminster Gazette. "This is a reform long overdue/ and one which might have been made with advantage much earlier in the war. No system more , wasteful of men, energy, and. transport could be devised than that by which the Army canteens were given over to private contractors. Nor could an arrangement be conceived that was less likely to give the soldier comfort. A new authority has been constituted, with Major-General Lord Cheylcsmore as chairman, which will take over the control of this at present unco-ordin-ated supply business, with a turnover of about £i 5,000,000 annually. The new body includes practical business men, accustomed to dealing with big commer-! cial and financial matters. The Army Council and the Army itself are adequately represented. In. . short, I rather late in the day, it istrue, it has been decided to take a step which has beeii frequently suggested— namely, to centralise the canteen organisation and place it under one experienced authority with no other interests to serve than those of the men." The Honiton (Devonshire) County Council has agreed to ask the Government to allow ■German nrisonei's-of war to do work on the- main trunk roads in j their area. Members of the council pointed out that it would, be better to employ Germans on the roads, instead of women, who could be better employed oji the land. It. was stated that the county surveyor had insisted that. the main trunk ..roads must be maintained, but the district roads would have to go. Mr. A.
