LONDON, 19th December.
The prodigious decline in the biufch'rate in Austria and Germany is arousing ..the utmost anxiety. In one Hungarian district, which had 170,000 births annually, owing to the drafting off of males, the birth-rate has averaged 10,000 for the pa-st two years. The loss of life threatens to equal that on the battlefields. • .
