LORD SYDENHAM'S VIEWS
A WAR COUNCIL OF NOT MORE
THAN FIVE.

LONDON, 7th December. Lord Sydenham (ex-Governor of Victoria, who has had much experience in defence matters) in an interview, said it was imperative that the War ' Council should consist of not more than five, who should be spared the preoccupations of managing large departments. At least two of the members ought to have made a study of the war on land and sea, and one man with a. large practical business experience was essential. The Prime Minister should be chairman, otherwise conflict between the War Council and the Cabinet would be certain. The fifth member ought to be a man of great political experience and statesmanlike character. We have been attempting to_ pit amateurs against professionals, with the inevitable results. If we repeat our grave mistakes the remaining chance of success will be lost.
