CAPTAIN HALSE-Y CONGRATULATED.
(PUBLISITED IN THE TIMES.) • LONDON, 6th December. Tlie Times, commenting on the appointment of Captain Halsey, ex-captain of H.M.S. New Zealand, bs Fourth Sea Lord of the Admiralty, says it will be gratifying to the Dominion. Sir Joseph Ward has telegraphed to Captain Halsey congratulating him on his promotion.
