TIME RIPE FOR MEDIATION

A despatch from Berlin states that Herr yon- Jagow (Minister for Foreign Aifairs) visited Mr. James W. Gerard (American Ambassador at Berlin) to-day and that Mr. Gerard goes to Copenhagen on Tuesday, and sails for America on Thursday. It is reported at Washington that Mr. Gerard carries suggestions from Germany that the tim 3is ripe for President Wilson to suggest mediation for ending the war. President Wilson is being advised by his friends to do nothing of this character on his own responsibility, because of the possibility _6f offending the Allies, but to compel Germany to place her ideas concerning mediation m a formal document for submission to the' Entente.
