RUMANIAN CONFIDENCE IN THE POSITION.

(Received September 25,' 8.45 a.m.) LONDON, 24th September. Mr. Bouchier, writing to The Times from Bucharest on the 21st, says there is far greater confidence in the position in the Dobrudja. Considerable reinforcements have greatly strengthened the positions. It is improbable that the Bulgars will materially increase their force in the Dobrudja.
