(AUSTRALIAN-NEW ZEALAND CABLE ASSOCIATION.) (Received August 18, 10 a.m.) LONDON, 17th August. A Berne wifeless message states that commercial negotiations between Germany and Switzerland have been resumed. The Germans are anxious to reach an understanding before the Allies' general offensive.
