' LONDON, Bth May. Colonel Repington (The Times's military correspondent), referring to the recruiting questions, says : " There is a difference of opinion as to when a youth is fit for active service. Germany recruits her men at eighteen years of" age, but does not compel them to fight before they are twenty Many German youths are serving as volunteers. Though I have examined many German prisoners, I have seen none under twenty. Our 1897 class (youths who were 18 last December) should be regarded as a recruiting reserve, and not drawr upon until the last moment unless the military situation demands it."
