Lord Headley, in a letter to the newspapers, suggests that legislation should be carried 'to enable the Premiers of Canada, Australia, New Zealand, and South Africa to attend all Cabinet Councils. .Their presence would have a freshening and rejuvenating influence on the deliberations.
