The regulations recently adopted by the- Fedoral Treasurer (Mr. Higgs) for the control of capital has been to a slight extent modified (states a Sydney paper). Certain amendments were notified last week, the chief among them being the exemption of no ' liability mining companies from the provision requiring them to secure permission before making calls. Another amendment provides for the delegation by the Treasurer of some of tho powers conferred upon him by the original regulations. It is .not, proposed to transfer any of the principnl powers, but Mr. Higgs states that ho intends to ask the various State Premiers to allow their Registrars to examine all applications for tho registration of firm names, and other minor matters may be delegated. An important amendment omits the prohibition against "taking any steptf" for the purpose of the formation of any company, firm, society, club, or association, having for its object pecuniary profit or gain for its members. The regulations now permit preliminary steps to be taken, and simply provide that no person, without the consent of t.iies Trpiuuror, shall "mak? iippliw.tion .£pr. the.registration,of.any. company./'
