GERMANY'S MOTIVE
IN DESTRUCTION OF SHIPPING.
(Received April 24, 9.10 a.m.) LONDON, 23rd April. The latest theory prevalent in shipping circles in London is that Germany,, in destroying shipping irrespective of nationality, aims at securing an afterwar mercantile advantage, owing to fne security of her own interned ships. Mercantile shipbuilding is almost at a standstill in belligerent countries, and even neutral countries are handicapped by the shortage of steel.
