An Order-in-Council imposes the penalties- of the Defence of the Realm Act on any person or newspaper publishing a report of the secret session's proceedings or reference thereto, except official reports. There are similar penalties for publishing and divulging Cabinet proceedings or confidential information obtained from Government Departments..
