China's reply to Japan's representation with regard to the monarchical movement declares that Yuan Shih-Kai has repeatedly tried to arrest the monarchical movement, but 'is powerless against the popular wish for the ancient form of government. Telegraph's Pekin correspondent says that the reply is unsatisfactory, because it is well "known that the Government is pulling the strings. Germany is supporting the monarchy, and has instr leted her Minister to recognise it the moment it should be established.

The Times's correspondent says that the Chinese Government can now stop the movement without losing prestige, 01- estranging the army, which controls the position and has been promised rewards.
