WASHINGTON, 4th November. Mr. Brand Whitlock (United States Minister at Brussels) is returning to America, ostensibly on the ground of illhealth.

[The publication of Mr. Whitlock's report in the Nurse Cavell case caused that gentleman much embarrassment. Mr. Whitlock assorted that he did notkaccuse the Germans anywhere of breaking faith with him, as his diplomatic status did not give him any authority save to plea*! for mercy.]
