LORD DERBY'S SCHEME. APPEAL TO NATIONAL SERVICE ADVOCATES. LONDON, 16h Ooober. Lord Derby estimates that the com pilation of the returns available for his recruiting scheme will be completed on 13th November. Lord Derby proposes to make civilians responsible for bringing in recruits. He hopes to create a. representative civilian body at various centres for the purpose of canvassing suitable men. He asks municipal and civic authori ties to co-operate. (Received October 18, 9 a.m.) LONDON, 17th October I Lord Derby, in a letter to the Mayor of Leicester, says that although as a. strong advocate of national service, he had done all that was possible to make voluntary enlistment a success, he had pledged himself to make a still greater attempt. every man who in a conscript^ country would be taken compulsorily should offer his services voluntarily, and should a-sk himself the question: "Is the excuse I give for not joining such as would be effective in a conscript country?"
