He calls on the nation and army to deliver their enslaved brethren in Macedonia from the Servian yoke. The campaign in Eumania in favour of armed intervention is assuming grave proportions, and the King has been warned of the danger of a revolution jf he hesitates much longer. Russia denies the report that she intends to violate Rumanian neutrality. Official reports of the fighting in Servia describes it as of the most terrible character. A blockade of the Bulgarian coast has been officially proclaimed by the Allies.
