M. DUMBA PROTESTS

• HIS RECALL IS UNVTUST. (Received September 20, 8.10 a.m.) NEW YORK, 19th September. M. Dumba (Austrian Ambassador) has written to Mr. Lansing (Secretary of State), stating that he has not violated the hospitality of the United States nor its neutrality He protests that he is being unfairly treated, and claims that his recall is unjust. He states that the Allies' Ambassadors had free use -of the cables for private code messages, while he is not allowed to communicate privately with his Government. He does not admit the charges made, and declares he had not started to pot his plans against factories in operation.
