PRECAUTIONS IN CASE OF MUTINY. r LONDON, 15th July. Mr. Steen, a Norwegian banker, who visited the Gtrman prison camps in April, states that ten thousand prisoners were confined at Merseburg, with a row of cannon on ihe ramparts, trained inward in case ol mutiny. Bloodhounds were employed to track escapees. >
