NEUTRALS' INTERESTS AND THE WAR

EXPLANATION TO AMERICA MANY COTTON CARGOES PAID , FOR. (Received June 25, 1.30 p.m.) LONDON, 24th June. The Government has communicated a memorandum to Mr. W. H. Page, American Ambassador to Great Britain, which is not a reply to' the American Note respecting contraband, but a general statement showing the Government's efforts to minimise inconvenience to neutrals' commerce. The memorandum shows that considerable shipments of cotton have been dealt with, and that the Board of Trade has paid over *450,000 to various American claimant*. The claims paid considerably exceed the amounts realised by the sale of the goods. The Government is convinced that an impartial review of the facte will show that there has been no arbitrary interference with American interests.
