PROBLEMS OF APPEAL. TJie Post and Telegraph Association Conference continued its sitting on Saturday: The following resolutions were adopted :— "That the CommUsioner be asked oi what legal or moral value is the Appeal Board s Recommendation, when an appellant is informed that the Appeal Board recommends that he be considered for an early advance to position with the same maximum as that of an officer appealed against?" ''That where an appeal has been lodged against the promotion of au officer or officers, and such appeal has subsequently been declared to be frivolous by the Appeal Board, the promotion against which the appeal has been unsuccessfully made shall date from the date the promotion waa originally notified in the official circular." " That the constitution of the Appeal Bo j aj 'd< so far as it affecte the Post, and Telegraph section, be so amended as to include the right of both members to sit on all appeals." " To enable an officer to decide whether he is entitled to promotion, it is desired that the senior, technical, and other examinations qualifying for promotion be placed after officers names in the classification list." " That the Commissioner be urged to consider success in the check clerks' (technical) examination as equal in value to the Public Service senior ex animation."
