President Wilson gave an audience to Count Bernstorff, the German Ambassador at Washington, whose mission •is believed to be : (1) To propose a compromise, Germany abandoning her submarine warfare, and America insisting on the right to export foodstuffs to Germany ; and (2) to learn what America's utmost action will be in the event of a German refusal of America's demands. The Cabinet unanimously supports President Wilson in his determination not to permit a technical argument. (PRESS ASSOCIATION.)
