COTTON AS CONTRABAND
SIR WILLIAM RAMSAY'S ADVICE TO FRANCE. (Received March 19, 9 a.m.) PARIS, 18th March. The paper Le Matin says that Sir William Ramsay, the eminent authority on chemistry, has informed M. Millerand, French Minister for War, that it would be to France's interest to treat cotton as contraband, ultimately forcing Germany to resort to ordinary gunpowder, which is not suitable for modern guns.
