10 THB EDITOR. Sir,— Could not the City Council pass a bylaw preventing the annoyance of continual bugle-playing by persons in the vicinity of residences? If such a bylaw exists, can it not be enforced in this vicinity, which has the key-bugle pest always with it? The ample expanse of the Town Belt and College school grounds should be sufficient for bugle exercise of any sort. _ Such a thing' would not be allowed in any English garrison town. — I am, 1 etc., GWENT.
