DECLARED -TO BE IN' A STATE OF SIEGE. COPENHAGEN, 14th January. Hamburg, Lubeck, and Cuxhaven have been declared in a state of siege. No reason is assigned. It is supposed to be a precautionary measure against the possibility of a British attack. [Hamburg and Lubeck are respectively west and east of the isthmus joining Schleswig-Holstein to the mainland. Cuxhaven is at the mouth of tho estuary of the Elbe.]
