' A CARDINAL'S APPEAL. (Received November 19, 3.5 p.m.) LONDON, 18th November. Cardinal Mereier, Archbishop of Mechlin, Belgium, is appealing for food on behalf of the Belgians at Malines. He writes : "Famished children ih desperation often go to the German soldiers and tear the bread from their hands. The Belgian soldiers divide their bread with the children and strangers who are travelling. The city and the countryside are surrounded by women and children begging for food."
