TURKEY'S EXPLANATION AWAITED. IMMENSE IMPRESSION IN ITALY.' LONDON, 31st October, j Reuter states that the Allies are con- j ferring upon the crisis, and awaiting Turkey's explanations. Diplomatists are of opinion that the Germans in charge j of the Turkish fleet may themselves have precipitated the crisis, owing to the Vis- I tula debacle, without the Porte's know- _ ledge. If so, the Powers will require the " removal of the Germans from the warship*. ROME, 31st October. Turkey's attack upon Russia without a declaration of wan has made an immense impression. The Giornale d' ltalia states that it will result in the immediate intervention of the Powers. PETROGRAD, 31st October. On Friday afternoon Russia had not received Turkey/c declaration of war. It is reported that the German officers used threats, and turned the Goeben's guns on the Sultan's palace, causing general consternation ia Const*Atkopls.
