AUTHORITIES WILL BEAR THE COST. LONDON, 30th October. - .'Amsterdam newspapers state that the British Government offered the Dutch ■ Government financial assistance for the relief of Belgian refugees in Holland. ' The offer was declined, the Dutch aul thorities stating that they, would bear the cost as a duty.
