GERMANS AND CANADA FORMER'S RIGHT TO LAND TROOPS. THE MONROE DOCTRINE. (By Telegraph.— Press Association.— Copyright.) (Received October 27, 2.25 p.m.) WASHINGTON, 26th October. Count Bemsdorff, German Ambassador to the United States, claims Germany's right to land troops in Canada if possible, because Canada is sending troops against Germany. Such a stop would, he says, be no infringement of the Monroe Doctrine. MARITZ ENGAGED NINETY-TWO REBELS SURRENDER. (Received October 27, 2.40 p.m.) PRETORIA, 26th October. Colonel Vanderventcr is engaging Maritz at Calvinia (186 miles N.N.E. of Capetown). Ninety-two rebels surrendered to scout, who also captured two Maxims.
