"GERMANY HAS WON THE WAR"
COUNT BERNSTORFF AGAIN. (TIMES AND SIDNEY SUN SERVICES.) WASHINGTON, 23rd Sept. Count Bernstorff, German Ambassador in America, says Germany has won
the war and it is for the Allies to propose terms of peace. The destruction of Reims could not be helped. If France and Britain were fortunate enough to invade Germany they would do likewise.
