TO TAKE CHARGE OF OPERATIONS CAPETOWN, 23rd September. The Pi'ime Minister, General Louis Botha, takes supreme command of the operations against German South-West Africa. The Rand Mail describes General Botha's appointment as an answer to General Beyers (who recently resigned command of the South African forces) and his splvnetic and sanctimonious satellites. [The Right Hon. Louis Botha, P. 0., LL.D., South African Premier and Minister of Agriculture,, was born at Greytown, Natal, in 1863. He is an honorary general in the British Army. At the beginning of the Anglo-Boer war he acted as veldt-cornet for the district of Vryheid; on the death of General Joubert he succeeded to the Commander-ship-in-Chief of the Boer forces, which he commanded at the Battle of Colenso and during the rest of the war. From 1907 to 1910 he was Premier of the Transvaal.]
