CHINA AND GERMANY
REPLY TO A PROTEST. (Received September 8, 9 a.m.) NEW YORK, 7th September. The New York Herald's Pekin correspondent states that the German Minister has protested to China against Japan's participation in the war. China replied that Germany first violated China's neutrality by fortifying Tsiugtao, and threatening to fight China if opposed.
