JAPAN HAS DOUBTS
OF QUALITY OF AUSTRIAN CIVILISATION. (TIMES AND SYDNEY St'-V SERVICES.} (Received September 7, 8 a.m.) LONDON, sth September. A statement issued at Toftio recites treatment meted, out to Japanese in Germany and Austria, and denounces it as a violation of international law. The insults to which the Japanese Ambassador was subjected when leaving Vienna, declares the statement, raise doubts of the quality of tho civilisation permitting such acts.
