FORMAL PROCLAMATION OF NEUTRALITY. FINANCIAL SITUATION IS SOUND. WASHINGTON, sth August. The United States has issued a formal proclamation of neutrality. A Bill to exclude all aliens who ftave the United States for any port within the field of war has been introduced. The President states tho financial situation is perfe&tly sound. PUBLIC OPINION. SOLIDLY AGAINST GERMANY. KAISER DESCRIED AS A PIOUS , HUMBUG. NEW YORK, 4th August. Except in German-American circles, the opinion is solidly against Germany. The New York Times describes the Kaiser as a pious humbug. Forty Australians and New Zealandera at OaKland, California, have signified a desire to enrol for duty in Australasia if needed. FRENCH BOXER RETITRNS HOME. PARIS, 3rd August. Georges Carpentier's boxing engagements are likely to be cancelled, as he is required to serve in the arniy.
