Referring to the Dunedin dispute, Mr. Sullivan, president of the United Federation of Labour/ said: "The issue of a manifesto by the federation delegates, in so far as it' reflected upon the Otago Trades Council, was a grave error of judgment. The delegates were animated by the best motives, but it' was most Unwise to attack the council before it had' had an opportunity to consider the question of affiliation. I have instructed the general secretary to communicate to all members of the executive a request that they should refrain from all criticism at the present juncture and concentrate their efforts on attaining unity." Mr. Sullivan added that 'that spirit animated tho recent conference, and ho explained the drastic changes made ih the federation's organisation. "I am supremely anxious to see the existing Trades Councils beeonio District Councils of the United Federation. If 4hat is not done .there will bo a protracted period ■of strife between '' the Trades Councils and the District Councils. That will be a misfortune *to Labour. If all the workers exercised restraint- now an ejii would bo put to internal divisions.
