Replying in the House of Commons to a question by Mr. Swift MacNeill (Nationalist), Mr. Lewis Harcourt (Secretary of State for the Colonies) stated that he would shortly table the Tasmanian Assembly's address and other papers relating- to the action of Sir William Ellison-Macartney, Governor of Tasmania, which caused the Tecent Constitutional trouble in that State. [Mr. Harcourt, in a recent decision, declared that a Governor had no power to impose conditions in regard to a dissolution; he must always act on Ministerial advice.]
