Mr. Field, editor of the San Fi'ancisco Magazine, Mr. Fowler, an aviator., and two others were arrested on a charge of disclosing, military secrets. Fowler aeroplaned over the Panama Canal forts and wrote an article pointing out the inadequacy of the defences against air attack, which Mr. Field published. The Department of War ordered the arrests. It is the first prosecution of the kind ever heard of.
